The City of Toronto has released its proposed capital budget for 2007, and the big winner appears to be public transit.

More than $700 million of the $1.4-billion budget is slated for the Toronto Transit Commission.

TTC chair Adam Giambrone says the money will go into replacing its aging fleet of streetcars, buses and subway cars.

But the Canadian Automobile Association worries the proposed budget neglects city roads.

Faye Lyons of the CAA argues that people rely on roads more heavily than the TTC.

“Transit, motorists, cyclists, pedestrians — they’re all road users,” said Lyons. “Our roads need to be maintained.”

Lyons says the proposed capital budget sets aside $5 million on fixing city roads, despite having identified a backlog of road repairs worth $300 million.
